Government's $8 Billion "X-Prize"?

According to the US Department of Energy's site, the Obama Administration announced $8 billion in conditional loan commitments for the development of innovative, advanced vehicle technologies that will create thousands of green jobs while helping reduce the nation’s dangerous dependence on foreign oil. 

The loan commitments announced today by the President include:
  •  $5.9 billion for Ford Motor Company to transform factories across Illinois, Kentucky, Michigan, Missouri, and Ohio to produce 13 more fuel efficient models;
  • $1.6 billion to Nissan North America, Inc. to retool their Smyrna, Tennessee factory to build advanced electric automobiles and to build an advanced battery manufacturing facility;
  • $465 million to Tesla Motors to manufacture electric drive trains and electric vehicles in California. 
Green jobs - Energy innovationMaybe the government should consider following a model like the X-Prize, and instead of limiting the $8 billion to Ford, Nissan and Tesla, they could open it up to American citizens to build an energy efficient or zero waste vehicle.

I am sure there are a lot of inventors across America who have come up with green inventions and energy innovations, but lack the funds to take many of their green inventions to market or mass production. Most of the greatest innovations from inventors came from people who are working out of their garage or sheds.

Just think, $8 billion could have been broken down into 8,000 individual contests that awarded $1,000,000 to the best inventions. Which one do you think would work better?
